Plan for Building Basic Public Service Standards System Released

To implement the project of building the basic public service standards system that is deployed in the National Standardization Development Outline, the Work Plan for the Project of Building the Basic Public Service Standards System was jointly released by 18 ministries and commissions including SAC to help achieve the equalization, inclusiveness and convenience of basic public services with standardization.

 

Basic public services aim to meet the basic demands for the survival and development of all people and adapt to a country’s economic and social development. The government takes the primary responsibility for ensuring the quantity and quality of these services. So far, more than 1,100 national standards have been published in the field of basic public services, which focus on the areas such as public health, public culture and sports, and services for people with disabilities.

 

According to the list of basic public service items in the country, the plan further makes an overall deployment of standardization work in nine major fields such as preschool education, school education, employment, medical treatment, elderly care, housing, poverty alleviation, military priority service and cultural service, providing support for optimizing resource allocation, regulating service procedures, improving service quality and raising governance efficiency with standards.

 

The plan puts forward seven main tasks and three supporting measures, outlines the general framework of the basic public service standards system, proposes the key directions of the future national and sector standards development in nine fields and the basic general field, and provides guidance on how local governments develop more scientific and applicable local standards and how community-level public service agencies progress in a more standardized manner.

 

Taking the first batch of national standardization pilots on basic public services as reference, the plan also presents the general direction for the building of three types of standardization pilots for basic public services in the future, and comes up with specific measures for strengthening the orderly coordination of related standards and policies and deepening the implementation supervision and evaluation of these standards.

 

In the next step, SAMR (SAC) will work with related departments to deeply carry out the project of building the basic public service standards system according to the requirements of the plan.

 

It is predicted that by 2027, 200 new national and sectoral standards in the field of basic public services will be developed, supporting local standards will be improved and become more effective, the standards system on basic public service will be enhanced step by step, and 80 standardization pilots will be established, so as to further advance the overall standardization of basic public services in China, and increase the senses of fulfillment, happiness and security of all people in the national development.
