SAMR/SAC Release National Standard for Better Farmland Construction

State Administration for Market Regulation (SAMR)/Standardization Administration of China (SAC) recently released the national standard GB/T 30600-2022, Well-facilitated farmland construction—General rules, which will be officially implemented on October 1, 2022. The standard, revised for the first time since its publication in 2014, is the first of its kind drafted with the leading efforts of the Ministry of Agriculture and Rural Areas.
The newly revised standard makes up for the deficiencies such as some inappropriate indicators in the actual application of the previous edition, which meets the objective demand for unifying the standards on well-facilitated farmland construction and realizing the scientific and normative management of related projects in the new era. 
With the overall improvement of farmland quality as the target, the standard takes regional characteristics as the priority and mechanized, large-scale and industrialized agriculture as the orientation, and highlights the project construction and quality improvement of farmland. 
Based on the principles such as scientific layout, tailored policy, goal orientation, fertile land for grain production, ecological concept and quality first, the standard aims to improve relevant contents and technical specifications, and facilitate the high-quality development of farmland. 
A highlight of the standard is to develop construction standards for different regions. To effectively put the National Plan on Well-facilitated Farmland Construction (2021-2030) in place, the standard divides the nation into seven regions with the standard on infrastructure construction of high-facilitated farmland and the standard reference values for farmland soil fertility according to local conditions. 
The standard also specifies the indicators of comprehensive grain production capacity for each province, to ensure 80 million hectares of well-facilitated farmland and grain production capacity of more than 650 million tons by 2030, safeguarding the bottom line of national food security.
It has the distinct characteristics of coordinating facility construction and soil fertility, highlighting the scientific applicability and improving the operability of standard, which not only ensures the reference for the construction of various projects, but also provides effective technical reference for improving farmland quality in each region.
In the next step, SAMR/SAC will work with the Ministry of Agriculture and Rural Areas to carry out promotion and training of the standard, laying a solid foundation for strengthening the construction and management of well-facilitated farmland, implementing the strategy of grain storage and production technologies, and practically ensuring national food security in the new era.
