Dr. Tian Shihong, Vice-Minister of State Administration for Market Regulation (SAMR) and Administrator of Standardization Administration of China (SAC), gave a keynote lecture with the title of "Mission and vision of standardization development in China—An interpretation of National Standardization Development Outline" during the 100th Tsinghua Forum at Tsinghua University on December 22, 2021.

The Outline, released by the Central Committee of the Communist Party of China and the State Council, is a big decision made by the CPC Central Committee with President Xi Jinping at its core based on national conditions, global development and future prospects, Dr. Tian noted. As a programmatic document for medium-and long-term standardization development in China, the Outline depicts a blueprint for standardization development in the new era, and gives the direction for standardization cause, which is a milestone in the standardization work of China.

Dr. Tian systemically reviewed the history of standardization in China, and profoundly expounded the four stages of standardization development including preliminary exploration, initial construction, openness-oriented development as well as comprehensive upgrading. He also interpreted the Outline in the aspects such as why to formulate the Outline, its main content, and how to understand and implement it well together with the mission and vision of standardization development in the new era.

In terms of implementing the Outline in universities, he stressed that universities should play a leading role in the interactive development of standardization and technologies, construction of standardization technical resources as well as standardization education.

The forum was attended and addressed by Zeng Rong, Vice President of Tsinghua University. Before the forum, SAMR officials exchanged with the representatives of Tsinghua University led by Vice President Zheng Li on the topics about quality and standardization work.
