Guideline on Promoting Civil Affairs Standardization in the New Era Issued

State Administration for Market Regulation (SAMR) and Ministry of Civil Affairs recently released the Guideline on Promoting Civil Affairs Standardization in the New Era in All Respects.
 
The Guideline proposes that by 2025, a standards system on civil affairs with a full coverage, reasonable structure, and scientific and practical application in a coordinated way will be basically established, with a better structure of standards supply, greatly improved standards quality, more popularized standards application and fruitful international communication and cooperation on standards to support the high-quality development of the civil affairs undertaking. 
 
By 2035, the advanced and reasonable standards system on civil affairs with refined structure and international compatibility will be further improved, and the standardization working mechanism with the characteristics of civil affairs will be perfected, enabling civil affairs standardization to play a more prominent and active role in advancing the modernization of national governance system and governance capacity, according to the Guideline.
 
The Guideline indicates that since the 18th National Congress of the CPC that was held in 2012, the civil affairs standardization has witnessed a rapid development with increasingly improved standards system, higher quality level, extended application scope and more solid foundation of development. It will play a supporting role in better guaranteeing the people’s welfare, grassroots social governance and basic social services.  
 
It also defines the specific requirements in 15 aspects to promote the civil affairs standardization work, including general requirements, constructing a standards system that promotes high-quality development, deepening the standardization work reform in civil affairs, consolidating the foundation of civil affairs standardization as well as supporting measures.
 
In addition to the Guidelines, Ministry of Civil Affairs also released its plan of standards development in 2022, which covers 25 national standards projects to be submitted to Standardization Administration of China (SAC) for approval and 31 sectoral standards to be developed and revised.
