SAMR and NDRC Strengthen the Upgrading and Application of Energy Conservation Standards

State Administration for Market Regulation (SAMR) and National Development and Reform Commission (NDRC) released a notice on further strengthening the updating, upgrading and application of standards on energy conservation to support the energy conservation and carbon reduction in key areas and industries, accelerate the development, popularization and application of advanced technologies, and control the aimless development of energy-intensive, high-emission and low-level projects.

According to the notice, standards on energy conservation are the basis of the national energy conservation system, and the key supporting factor for promoting energy conservation and carbon reduction in the society. Mandatory standards on energy consumption limits and energy efficiency are the basic requirements for energy conservation management, which must be implemented according to the law. Local governments, related departments and industries should attach great importance to the standardization work, expedite the updating and upgrading of related standards, enhance their implementation, and strengthen the foundation of energy conservation work, so as to boost carbon peak and neutrality and accelerate the transition to a model of green development.


The notice specifies four aspects in accelerating the updating and upgrading of relevant standards, including speeding up the development and revision of standards in key areas, improving the requirements on energy consumption limits in key energy-using industries, raising the energy efficiency of energy-using products and equipment, and expanding the coverage of standards to ensure their advancement, scientificness and effectiveness.


As the notice requires, energy-using entities should shoulder their responsibilities to ensure reasonable and efficient energy using. Standards should be put in place in the energy-saving review of projects, energy labeling management, energy-saving and low-carbon product certification, government procurement and other aspects. The supervision and examination of standards implementation should be well carried out by means of energy saving monitoring, product quality spot check, and credit management.


The transformation of energy conservation and carbon reduction in key industries and products should be vigorously advanced, supporting measures should be improved in areas such as government procurement, tax revenue and finance, and incentives should be offered to leading enterprises and projects based on relevant standards. The foundation of standardization work should be laid to enhance the support of data, establish the standards implementation evaluation and feedback mechanism, and ensure coordinated funding for standardization work.


As the notice points out, related departments should strengthen organization and leadership, improve the mechanism for standards updating and upgrading, strengthen the whole-process guidance, speed up the standards development and revision, organize the implementation of nation standards according to their responsibilities, and fully exert the guiding and constraining role of standards. Policy interpretation and training on standardization should be reinforced, and the channel for standards information disclosure should be broadened. And relevant standards should be publicized to raise the social awareness of energy conservation.
