SAMR (SAC) recently issued the Announcement No. 4 in 2025 for the newly approved national standards, including GB/T 45341-2025, Digital transformation management—Reference architecture. This is the first national standard on the fundamental architecture of digital transformation in China, which is of great significance for the standardization work in the field of digital transformation.
The main content and achievements of the national standard have realized large-scale industrial application nationwide, forming a system for online and offline diagnosis and benchmarking of digital transformation which covers all provinces and cities as well as over 100 industries across the country. It helps competent departments at all levels, industry associations and large enterprise groups to comprehensively understand the current situation, identify the right direction, and clarify the development roadmap, accelerating digital transformation with remarkable results.
Currently, digital transformation is vital for enterprises’ survival and development in the digital era, and its fundamental task is the optimization, innovation, and reconstruction of the value system. The rapid development of digital productive forces has not only triggered the transformation of production mode but also profoundly changed the architecture, value model, and business ecosystem of enterprises.
To further guide enterprises to systematically promote digital transformation with values as the orientation, capabilities as the main line, and data as the driving force, the standard has further systematically summarized and refined the previous research and development and practical achievements of a series of standards for the integration of informatization and industrialization as well as digital transformation.
Focusing on the issues such as measures, methods and roadmaps of digital transformation, it puts forward the main perspectives and process methods of digital transformation. Centering on the gradual exertion of the driving role of data elements, it proposes phased and graded implementation requirements and maturity levels, providing enterprises with a set of effective architecture models that conform to the development laws of digital economy and digital transformation. It also helps enterprises clarify the system structure, main direction, key tasks, and development path of digital transformation, so as to more pragmatically and effectively promote digital transformation and achieve innovative transformation and development.
SAMR (SAC) will publicize the standard to continuously expand its application, in order to rapidly promote digital transformation via standards, and enhance the capabilities and effectiveness of the digital transformation of enterprises and industries in China.
