SAMR Releases National Standards Concerning Children

SAMR recently released a number of national standards concerning children, covering plush toys, electric ride-on toys, children’s umbrellas and internet access for minors. These standards comprehensively upgrade technical requirements spanning from children’s products to online environment, building a multi-layered safety shield for children.

 

In terms of plush toys, the revised national standard GB/T 9832-2026, Sewed plush and cloth toys, applies to all plush and cloth toys commonly used by children, including dolls, figurines and throw pillows. The standard introduces new health and safety indicators for formaldehyde, pH value, color fastness and peculiar odor, alongside stringent controls against physical hazards such as loose small parts and split seams, and clarifies requirements for appearance quality, filler uniformity, and cleaning and maintenance guidelines to balance product safety and user experience.

 

In terms of electric ride-on vehicles for children, GB/T 32441-2026, General technical requirements of electrically driven ride-on vehicles for children, is applicable to battery-powered off-road toy vehicles designed for children under 14 years old. Addressing problems including inadequate charging protection and poor durability, the standard sets quantified requirements for cruising range, remote control performance, steering operating force, charging protection and wire strength to boost fatigue resistance and mechanical strength of products. For products with a speed exceeding 8 km/h, gear lock protection is added to effectively prevent potential safety hazards caused by structural or component malfunction.

 

In terms of children’s umbrellas, GB/T 28477-2026, General technical requirements for children's umbrella, applies to umbrellas for youngsters aged 3 to 14. It upgrades basic performance for canopy tensile strength, opening/closing resistance and base stability, specifies thresholds for switch service life, wind resistance and component stability, standardizes UV protection labeling rules, and improves reflective visibility for safer outdoor use.

 

In terms of minors’ internet access, GB/T 47694-2026, Cybersecurity technology—Technical requirements for minors mode in mobile internet, addresses risks such as harmful online content, internet addiction, personal information leakage and induced consumption, and stipulates technical requirements for exclusive minor protection modes installed on mobile terminals, internet applications and app distribution platforms. It enables a safer and healthier online environment for minors.
