New National Standards Take Effect on September 1

A total of 59 mandatory national standards and 375 voluntary national standards take effect on September 1. Among them, key standards covering household appliances, protection measures for workers, safety nets, intelligent control of robots, smart terminal software platforms, e-commerce, down and feather, elderly-oriented urban rail transit systems, and services in science popularization education bases will provide support for leading high-quality industrial development, improving product quality and environmental protection level, protecting people’s lives, health and safety, and fulfilling their demands for a better life.

 

In terms of household appliances, the mandatory national standard GB 44498-2024, Household and similar electrical appliances—Health technical specification, specifies the general requirements related to health technologies of household and similar electrical appliances, index limits for ultraviolet leakage, noise, electromagnetic fields, ozone leakage and total volatile organic compound concentration, as well as requirements for health protection functions, marking and instructions. Another mandatory national standard GB 44499-2024, Household and similar electrical appliances—Energy saving and environment protection specification, defines the general principles of energy saving and environmental protection for household appliances, alongside relevant requirements throughout the lifecycle of finished products.

 

These two standards will guide the household appliance industry to fully consider users’ health, energy saving and environmental protection requirements across all links ranging from product design, manufacturing, delivery and operation to recycling. They will help improve product quality, drive industrial upgrading, and safeguard consumers’ legitimate rights and interests.

 

In terms of skin-protective agents for workers, the mandatory national standard GB 13641-2025, General technical conditions of skin-protective agent for workers, defines the classification of skin-protective agents for workers, and sets forth technical requirements covering raw materials, microbiological indicators, hazardous substance limits, toxicological testing, human safety test indicators, protective performance and physic-chemical parameters. It also stipulates the requirements for the labeling, packaging, storage and shelf life. The standard will further improve product quality and applicability of skin-protective agents for workers, providing strong support for improved protection of workers.

 

In terms of safety nets, the mandatory national standard GB 5725-2025, Fall protection—Safety nets, stipulates the classification, protection levels and marking rules for safety nets, together with technical requirements on structural design, static strength of net structure, impact resistance, penetration resistance, flame resistance and corrosion resistance. It also provides the provisions on the safety net labeling and the information to be provided by manufacturers. It will help boost the quality of safety net products, prevent fall-related accidents, and strengthen safety guarantees for operating workers.

 

In terms of the intelligent control system of robots, the voluntary national standard GB/T 47245-2026, General framework for intelligent control system of robot, defines the overall architecture of the intelligent control system of robots, as well as the logical framework and core functions of the hardware layer, operating system layer, middleware layer and algorithm layer. It will standardize the research, development and application of intelligent control systems of robots in China and accelerate the roll-out and usage of relevant products.

 

In terms of smart terminal software platforms, the voluntary national standard GB/T 34980.1-2026, Technical requirement for smart terminal software platform—Part 1: Operating system, defines the overall framework of the operating system for smart terminal software platforms, and sets the requirements for kernels, libraries, runtime, services, software development kits, system configuration and management, common utilities and security mechanisms. The standard is expected to enhance the performance and operability of smart terminal software platforms and deliver smart services for people’s daily life and work.

 

In terms of e-commerce, the voluntary national standard GB/T 47600.1-2026, Information description of product for e-commerce transaction—Part 1: General, lays down the basic requirements, description methods, information composition and information expansion rules for the information disclosure of products for e-commerce transactions. 

 

Three additional national standards, GB/T 47600.2-2026, Information description of product for e-commerce transaction—Part 2: Tourism service, GB/T 47600.3-2026, Information description of product for e-commerce transaction—Part 3: Household products, and GB/T 47600.4-2026, Information description of product for e-commerce transaction—Part 4: Home building materials, specify requirements and approaches for the information description of tourism service products, household goods and home renovation building materials respectively. GB/T 34051-2026, Evaluation guidelines for the public reputation index of electronic commerce commodity, defines the fundamental principles as well as indexes, data, procedures and results of the evaluation of public reputation indexes of electronic commerce commodities. 

 

These standards will provide solid technical support for empowering cultural tourism, household goods and home building materials by digital means. They are conducive to lifting brand recognition, improving product and service quality, boosting consumption upgrading, guiding consumers toward rational purchasing decisions, and effectively protecting consumers’ legitimate rights and interests.

 

In terms of down and feather, GB/T 17685-2026, Down and feather, specifies the technical requirements for product classification, appearance characteristics, and intrinsic quality of down and feather products as well as the determination rules, marking, packaging, transportation and storage requirements for such products. GB/T 10288-2026, Test method for down and feather, defines the sampling, sample preparation, component analysis, measurement of key indicators, and test reports for finely-washed and coarsely-washed down and feather. The two standards will improve the testing accuracy for down and feather products, raise product quality and facilitate high-quality development of the relevant industry.

 

In terms of children’s products, GB/T 45273-2025, Juvenile products—General technical requirements for toilet utensils, defines the safety, performance, labeling and instruction requirements for toilet utensils and attachments for children. GB/T 45274-2025, Juvenile products—General technical requirements for sensory integration training products, applies to sensory integration training products for children, including those designed for vestibular, proprioceptive, tactile, auditory integration, visual integration and combined multi-sensory training, and sets forth the corresponding technical specifications, marking and user-guide requirements. GB/T 45267-2025, Juvenile products—General technical requirements for swimming accessories, stipulates the universal technical requirements for children’s plastic swimming caps, goggles, nose clips and earplugs. The three standards will enhance the functional performance and safety of relevant children’s products and safeguard children’s health and safety.

 

In terms of elderly-oriented basic equipment and installations for the urban rail transit, GB/T 47732-2026, General technical requirements for the configuration of elderly-oriented basic equipment and installations for the urban rail transit, puts forward the overarching requirements for elderly-oriented basic equipment and installations within urban rail transit networks, and specifies the general requirements covering workflow, elderly-oriented equipment and installations for passage, services, and information exchange, as well as rolling-stock vehicles. The standard will help effectively address the challenge of population ageing in the country, and advance the construction of elderly-oriented equipment for the urban rail transit.

 

In terms of services in science popularization education bases, GB/T 47179-2026, Basic requirements for science popularization education base service, defines the general service requirements for science popularization education bases, together with detailed specifications for popular science activity services, tutoring services, information services, guarantee services, supporting services, service personnel management and service quality improvement. It will advance the equalization of popular science services in urban and rural areas and eastern and western regions in China, and elevate the overall service level of science popularization education bases nationwide.
