SAMR Releases Three National Standards on E-commerce Housekeeping Services

SAMR (SAC) recently released three national standards in the field of e-commerce housekeeping services, namely GB/T 47802-2026, E-commerce housekeeping—General rules for service, GB/T 47803-2026, E-commerce housekeeping—Requirements for auditing qualification of housekeeping service personnel joining the platform, and GB/T 47948-2026, E-commerce housekeeping—Evaluation index systems for service quality of platform. Targeting pain points in the daily consumption of e-commerce housekeeping services, these standards will regulate the whole process to make online housekeeping services more transparent, reliable and reassuring.

 

Based on the development trend of the deep integration of e-commerce and housekeeping services, GB/T 47802-2026 systematically specifies the basic operation modes, service contents, as well as service evaluation and improvement requirements for e-commerce housekeeping services. It defines two operation modes: platform self-operated services and third-party service institution-provided services, strengthens institutional development of platforms in terms of service specification, quality management, credit evaluation and information security, as well as regulates the details of the full process including service consultation, order placement, on-site service monitoring, payment, order evaluation and return visits, so as to advance the coordinated development of online and offline services.

 

Centering on the core links of housekeeping workers’ platform entry, GB/T 47803-2026 sets five fundamental principles: legality, confidentiality, objectivity, timeliness and accessibility. It specifies the collection requirements for identities, resumes, physical examination reports and other information, clarifies the verification procedures covering identities, certificates, backgrounds, credit, health and employment records, and introduces a regular re-review mechanism. These provisions effectively ensure the professionalism and credibility of registered practitioners and mitigate potential safety risks in service delivery.

 

GB/T 47948-2026 focuses on the evaluation of platform service quality, and establishes an evaluation indicator system consisting of two major dimensions: basic service quality and transactional service quality. Basic service quality covers the construction and administration of platforms, while transactional service quality spans pre-transaction, in-transaction and post-transaction stages with 17 tertiary indicators. It delivers a unified benchmark for scientific evaluation, continuous improvement and governmental supervision of platform service quality.

 

The newly released three national standards, together with GB/T 45440-2025, E-commerce housekeeping—Ability information description of housekeeping service personnel, cover scenarios such as platform operation, practitioner access threshold, capability description and service quality assessment for e-commerce housekeeping services.

 

These standards will provide unified technical specifications for the industry, help standardize the operation and service provision of e-commerce housekeeping platforms, drive the improvement of professional competence among practitioners, and better meet fundamental living demands such as household care, elderly care and childcare services. Furthermore, they will lay a solid foundation for protecting consumers’ legitimate rights and interests and boosting confidence in service consumption, and raise the sense of gain of numerous households through the quality upgrading of e-commerce housekeeping services.
